Center for Vocational Education and Training in Constructions
An economic partnership project financed by the Austrian Development Agency (ADA) jointly with the STRABAG Consortium
Lack of qualified labor force, among others, is characteristic of the economy of the Republic of Moldova. This particularly refers to constructions, since lack of jobs forces many workers to seek one abroad. The political strategy of the Republic of Moldova includes road construction as a priority, and lack of specialists is an important issue.
Center for Vocational Education and Training in Constructions is a pilot project implementing dual education in constructions. Within pilot trainings, at least 120 workers and 30 young unemployed will get a qualification or a requalification. The target group consists of workers at construction companies in the Republic of Moldova, workers of STRABAG in Moldova, the young unemployed registered with the Moldovan National Employment Service (ANOFM) and students of relevant VET institutions.
The Center for Vocational Education and Training in Constructions Project is implemented by a team headed by STRABAG SE together with BFI Burgenland and the Institute for Social Research in Vienna L&R Sozialforschung. Moldovan partners are represented by the Ministry of Labor, Social Protection and Family, the Ministry of Regional Development and Constructions, the Ministry of Education, Concordia Social Projects, ANOFM, Chisinau College of Constructions, and the Condrumat Professional Federation of Constructors, Road Builders and Construction Material Producers of Moldova. Other vocational education institutions will be engaged as appropriate. An important component refers to cooperation with companies that will provide venues for the practical part of training. This large network consists of members that have a role and are involved in the project accordingly to ensure sustainability of the activities after the project end.

- Establishment of a partnership structure

- Training of mentors from companies
- Potential analysis, career orientation and job coaching
- Pilot trainings in selected professions
- Pilot trainings at existing VET institutions to implement practice-oriented dual education system
- Public awareness raising
The main expectation from implementation of the Center for Vocational Education and Training in Constructions Project envisages contribution to introduction and establishment of the dual education principle in professional training in the Republic of Moldova.
The Economic Cooperation Project with ADA has been complemented by another independent parallel project financed by the Federal Ministry of Labor, Social Affairs and Consumer Protection of the Republic of Austria.
